I could do that, but that isnt the main objective here. Nothing can be downloaded, having firefox probably wont fix that problem.

That is what i meant. Sorry i wasn't more clear. Can you download via anything? Utorrent, usenet etc?

Do us a favor partner, tell us the following info in painful detail:
1. What OS, XP Home, XP Pro, etc..
2. Is the error message the same popup posted originally? If not, post it.
3. step by step, click by click of what you do when trying to download a file.

I can download nothing. There is no point to booting in safe mode because there is no anti virus/mal/spy/anything ware on this computer, and I cant download any. Is this some virus or something or is there some setting somewhere that is really messing this pc up?

Yeah, but if some program is playing games with your ability to download things, by putting it in Safe Mode with networking you have internet access but none of the junk other than critical processes loads up. That way you can see if it's just a program doing it, or whether it's related to Windows, or possibly something residing in the boot sector. And yeah, if possible I'd throw Firefox on a thumbdrive and take it over to see what happens.
