Best sub-$200 video card

Hey, a buddy of mine wants to upgrade his video card. He currently has an 8800GT. He said he doesn't want to spend more than $200 for it. What is the best thing he can get for that? Would it be a 4870?

there was GTX 275 for 199$ at newegg for few hours. Which is great card. But u have to hunt for deal like this.
