You might want to talk to our resident forum guru.
This could however be a touchy subject. Not because it would become a competing server playing the same games. But drawing the CLR crowd away from here to there. So it would be best just to talk about the forum technicalities and less about the actual clan/community.

Ok, number 1, it looks like he's setting up a phpbb board. This is a free and open source bb system, Cain's Lair uses vBulletin, which I believe is also based off php, but it's a payed for BB system with support, etc. provided by the creators. This means you're probably not going to find anything that will match up exactly between the way Cain's Lair and a phpBB forum are going to work. Trust me, I administer a few of my own forums running on phpBB.
As far as editing the files and installing the mod, that's pretty easy looking at the links you provided. All it takes is going in to the locations indicated, adding or removing the code indicated, and uploading the mod info to your site. If you're using some free host or something that doesn't allow file access to actually go in and modify the BB files themselves you're SOL, because updates need made to specific files that will affect how the board runs, before the uploaded mod files can be accessed/used.
Encourage him to post here with the issues he's running in to, I've run heavily heavily modified phpBB boards in the past and I can give him some pointers if I know what the issue is.
