There is a built-in paint program in NASCAR 2003, but it's pretty simplistic. Most of the really nice paint is done in Photoshop, or similar program, personally I use Paint Shop Pro.

you could do alright w ith the nr2003 paint editor, but yeah, the real good ones are done in psp, which i just started using again, and remembering/finding all teh tricks is fun/annoying.
