GameFly's (http://www.gamefly.com/ps3/) used games sale has some pretty enticing deals on PS3 games. Of most note is its sale price on Devil May Cry 4 -- only $20 when bought used! These games include the original boxes and manuals, free shipping and are guaranteed to work. The price on Unreal Tournament is an eye-opener as well.

Unreal Tournament III - $17.99

UT3 is really a great pickup for that price. I had fun playing the game but the lack of dedicated servers (that stayed up) for 16p ONS/VCTF was really a deal breaker. Now take a listen server w/ a few friends add in some quality custom maps and then it really shines.

To buy Pre-played games you don't have to be a member...but you do need a credit card. I think active members get free shipping and other perks besides the renting of games.

When you click Buy It, your credit card will not be charged until you confirm your purchase.

Once you confirm that you want to Buy It:
You will receive your pre-inspected, Pre-Played game with the original case and manual within 5 business days.
The credit card in My Account is charged our low Pre-Played game price and any applicable sales tax, as well as a small shipping and handling charge, if you are not an active renting member.
All Pre-Played game purchases are final.

I know you have to option of choosing a rental plan from the account but don't think they force you to sign up for any plan.
