Hey guys its been awhile since Ive been on, mostly because ive been without a computer without gaming capabilities until now. Thinking about changing my name thus needing a new signature. I dont have to the software or expertise to do this which is why Im asking for help.
Here is the picture I want to use and I want my new name "TheSilentAssassin" to be in the middle in some type of red and on the top middle of the sig I want it to say "We work in the dark to serve the light. We are assassins. And on the bottom middle of the sig I want it to say "Nothing is true. Everything is permitted" Maybe the outer borders of the picture faded black while the main picture is brighter or something.

We'll shorten it to TSA. That way we will enjoy the crap out of killing you in BF3 or BFBC2.

Still busy. :(
Just to throw my opinion in there too. I think you're asking for too much text to be on it.

A little. Ive just kinda been messing around with the stuff myself and seeing what I can get. But thanks for the links. Im gonna use those once I get back home and see what I can get.
EDIT: I actually have some new ideas for my sig.
Use this for the background
http://www.highwallpapers.com/wallpapers/battlefield-3-HD_wallpapers.jpg
Replace the guy in the front with either this guy
http://images.wikia.com/assassinscreed/images/d/de/47552_AssassinsCreed2-Ezio.png
Or this one
http://images.wikia.com/assassinscreed/images/4/46/Assassins-creed-brotherhood-20100614064141263.jpg
Put this in the background
http://www.epicinfo.net/wp-content/uploads/2011/03/Battlefield-3-590x331.jpg
And at the bottom right hand corner put
CLR} TheSlientAssassin
And maybe if there is some room somewhere in there put "Nothing is true. Everything is permitted".
What do you think?

I still think you're trying to put waaaay too many things into this. Most good signatures are based around a single render that is blended into a background. Then usually a single line of text.
I see what your'e trying to do with your link but i just don't get the visual in my head of a ye olde assassin with a modern day cityscape/tank background.
assassins creed renders - Google Search (http://www.google.co.uk/search?hl=en&source=hp&biw=1680&bih=946&q=assassins+creed+renders&aq=1&aqi=g-s1g1g-s2g1g-s1g-sv3g-v1&aql=&oq=assassins+creed+ren)
Renders always work better than full images.

Well I thought it would be kinda cool with battlefield 3 coming up and my forum name being TheSilentAssassin. Just an idea. Im playing with a couple different ideas.
Dumb question, what is a render and what exactly do they work better for? :D

A render is a photoshop term given to images where the main subject has been removed from its original background, allowing you to apply the main subject to any kind of precomposed or self designed images for the sake of flexibilty.
They're usually created at a higher resolution too.
Many good websites available for sources. Or if you have the time, you can create your own.

EDIT: What is the best format for a pciture to be in? EX: JPEG, GIMP, etc.
Im not a graphic artist and I just cant seem to get this to work. Could you maybe give me some ideas or help me along here. Obviously not as talented as you lol.

If you can save as PNG use that. I haven't actually used GIMP before as i use PS, but i hear it's quite similar.
The best advice i can give is to follow some tutorials, even if it's not to create a siggy that you would use/keep and then practice practice practice. That what i did. I had no actual lessons or anything. Just did a bit of reading and applied it the best i could.
Also make sure you download and install a few new brushes. The standard brushes usually aren't that useful. I tend to use deviantart for PS brushes and i presume they'll have some GIMP brishes too.
One last link for you.

Poor text can destroy a siggy. :D
